In Y. L.'s despatch No. 143, 30th Oct., I was referred to the instructions I had had the honor to receive from Y.L. in despatch No. 46 of the 9th April. I was therein directed to give my opinion upon an observation of the late Govr. of Singapore to the effect that the dependence of Anam upon China might be something in the negotiation of treaties with Anam.
